Is it true about the government shutdown?

Most accounts I have read treat the shutdown as a failure in the Senate of the two parties to agree. Because of the filibuster the budget cannot be passed.

But a few accounts say that Republicans can end the filibuster but they don’t want to. (for example, https://washingtonmonthly.com/2025/10/01/shutdown-republicans-can-end-filibuster/

If this is true, why won’t Republicans end this standoff and re-open the government?
